Unable to change the way users log on and off

I have a problem changing the way users log on and off
it. I get an error message that tells me recent loaded
program has disabled the welcome screen and the fast user
switching. the program that made the change is
chpginashim.dll
When i do a serch for this file i cannot find it. i have
not installed any software apart from last 3 windowns
updates. everything appeared fine until yesterday when
problems occurred. Any ideas?
