Administrative Rights to User Owner

I log in as owner with administrative access and yet I
don't have access to the control panel, search and other
folders. When I go into safe mode, I do have access to
the whole computer.

I already tried creating a new user with administrative
rights and still don't have access to the above.

I use automatic update for norton and scanned my computer
resulting in no viruses found.

What can I do to get full access back?

I use Windows XP Home
