If there is a problem with the email server (corrupt mail stuck in inbox
and no mail getting through), the ISP will need to clear it for you.
If your email settings are correct, you need to get the correct settings
from the ISP.
If your folders are damaged, see the problems page at this site for some
possible fixes:

Also: Be sure to set IE to delete messages from the server after the mail
is downloaded. Otherwise, the space that the ISP allows for your email
account will get full and they will bounce all new mail back to the
senders.
