Logon Screen Problem

I have a laptop using Windows XP Home. When I turn on, the
logon screen comes on where it asks to select user name.
But there are no names to select from. Therefore, computer
can not get past this point to boot and the only option is
to turn off computer. I tried going to Safe Mode, but same
thing happens. Apparently, this login screen comes before
the boot process so that booting cannot proceed.
