Cannot access Internet Options

I cannot access Internet Options on Tools menu of IE.
Error message says, "This operation has been cancelled
due to restrictions in effect on this computer. Please
contact your system administrator." This is a home
computer, and I am the only user. Why does this happen,
and how can I fix it? Please email me. Thank you very
much for your help.
