Try enabling/disabling e.g. "Smart Card" or "Telnet" just to see if
modification
of all services is disabled or just one - and to check that you have the
rights
to make this change.
Everything else works properly. No firewall on this

AV == AntiVirus. You've already mentioned that you've scanned with
up-to-date AV software. How up-to-date is it?
It seems suspicious that the options are grayed out. There must be a reason.
