SP4 Can't varify intetrity of Update.inf

When I try to apply Service Pack 4, the program ends with the
following error.

"Setup could not verify the integrity of the file Update.inf. Make
sure cryptographic service is running on this computer."

I could not find any cryptographic service. I am able to reapply
service pack 3, but when I try to use windows update, or run
W2KSP4_EN.exe it always ends with this message.
Anyone have any advice for me?
