KB835732 Errors and Fixes

On our network we recently pushed this patch, and a number
of systems had problems with the patch. Specifically,
people were unable to open Outlook properly (email not
displayed), Internet Explorer (pages not displayed
properly), Office XP and others. These are problems that
have been reported elsewhere.

We discovered that when the user was logged in normally
with network authentication these problems would occur.
HOWEVER... when the user was logged in with local
administrator rights, the problems with Outlook, IE, etc
would disappear.

The fix involves resetting the permissions under the WINNT
directory. Essentially, it goes as follows:

Log into the machine with an admin account.
Right click on the WINNT directory and select properties.
Click on Security, then click on Advanced.
Check the box marked 'Reset permissions on all child
object and enable propagation of inheritable permissions'
Click apply.

Once this is done, log out and have the user log back in.
The problems with Outlook, IE, etc. will no longer be
present.

The suspicion is that something in the patch is setting
permissions that cause a user that does not have
Administrator rights to error or fail. But we have tried
this on the systems that had problems, and all of them
have worked fine afterwards.
