It would have been interesting to know if and when it changed... ;o

Was this done after a failure? E.g. unless the download is being done
to a temporary file somewhere and then copied there you might see
after a failure cases such as: unchanged, no file, or partial file.
By actually extracting something from the .cab file you have given us
evidence that the file you had was not in one of those "between states"
cases.

So, then FileMon could show you
for AU: how iuident.cab gets created (at least by AU)
for WU: if iuident.cab gets started and gets written to

If it doesn't get started or doesn't get written to perhaps there are
different authorizations for each case.

What security zone is being used in each case?
E.g. with WU you would probably be using Internet zone
but with AU you might be using Local zone
(which appears to have some interesting options checked by default)

BTW if your OS was XP you could use netcap to trace the packet flow.
It would be interesting to compare the packet flow for both cases.
If the issue is authorization as suggested above the trace could prove
that by showing that access to the site isn't even attempted. Any other
causes could be analysed by seeing where the two cases diverged
(though it would probably be best to compare two instances of accessing
WU, one which worked and the other which didn't).

Ethereal does have a capture facility for Windows NT but I never managed
to make it work transparently enough for it to be useful. YMMV.
