What happened to "shadow" of xp console sessions?

Before XP Pro SP2 came out I could do the following:
me > RDP > server > SHADOW > user's desktop/console
- rdp to windows 2003 server from my xp pro workstation
- use "shadow 0 /server:some-other-xp-pro-pc" command
and then remote control user's desktops to help solve problems etc.
but after SP2 all I get is
Error [5]: Access denied
I have spent a long time trying to resolve this issue and got nowhere
Is this feature still available or has it been turned off?
