Can you use the rdp client (specifically the Remote Desktop Connection client
that comes with XP) to connect to Windows 2000 Server in Remote Admin mode?

You are confusing the rdp client with the Server OS..
A Windows 2000 Server can run Terminal Services in 2 modes:
1. Remote Administration mode, which allows for a maximum of 2
concurrent connections, only available to administrators, and
without additional licensing requirements
2. Application Server mode, which allows for an unlimited amount of
connections for normal users, but requires a TS CAL for each
connecting device (W2K pro and XP Pro clients receive a free TS
CAL).
