User get disconnected and cannot log back in

We have Windows 2003 standard server with terminal service installed, which
is connected by VPN to the network of of our customers. But from time to time
users connected over the VPN get disconnected, and when they try to log back
on the get the error: "The Connection to the server has timed-out. Please try
to connect to the server again". I have checked the vpn connection but its up
and I can get through up to the server. But now the strange part comes, when
I log in from any connection not trought the VPN all goes well, even as users
that got disconnected earlier. When I reset the server user can log in
directly.

The problem looks much like KB242051 however that there it is spoken VPN in
Windows2003 itself, where as we have a hardware VPN. Does someone have some
idea what to do, or experience with this problem?
