Cannot Connect to TS over VPN

Hello,
I have clients who need to use the Remote Desktop to connect to a server in
Brussels (We are in Madrid). After connecting with a VPN client they try to
open the session to the remote server and recieve an error:
"The session has disconnected because there are no license servers"....etc.

Comments:
1. The same client machines have no problems connecting to Terminal Servers
in thier LAN.
2. Once connected to the remote LAN (VIA VPN) they can PING the host that
she needs to connect to.
3. Once connected to the remote LAN (VIA VPN) they can connect to port 3389
with telnet.
4. I have ruled out Black Hole Routers or MTU problems.
5 The registry Key on the client machines has MSLicensing with READ
permissions for Authenticated Users.
6. The client machines are XP sp1.
7. The remote server is Windows Server 2003
8. The cliente machines can connect to a DIFFERENT remote LANS (Not Brussels
VIA VPN) and open TS sessions with other remote servers.
9. Client machines in our LAN were able to connect to the remote servers in
Brussels at one point and now cannot.
Thats the story. It seems to me that Brussels has a problem no? But my
counterpart in Brussels says everything is fine.
Any ideas?
