Problems with "all users" on TS

We have a setup with af Windows Server 2003 working as an TS. Our problem is
that when users connects to the TS they don't get the shortscuts placed in
the "All User" folders. I can't see that there should be a security issue
about this because everyone are allowed to read from this folder.
We have made a very restrictive policy for these users, but no setting
indicates restriction to this.
Anyone have an idea why the clients don't get elements from the "all users"
folder.
The first time the user connects to the server he/she gets the elements
placed in the "default folder".
