Yes, also a login by an Administrator takes up a license, since
you have installed full Terminal Services (which implies
"Application mode" on a Windows 2003 server). This mode requires a
TS CAL for every user or device that connects.
Since you are using "Per User" TS CALs, multiple logins by the
same user take only a single Per User TS CAL.
To complicate matters, Per User TS CALs are currently unmanaged,
as explained in KB 822134. That means that you won't see your TS
CAL count decrement. You will have to keep track of the used and
available TS CALs manually. This behaviour is expected to change
in the future.
