Right shift and caps lock no longer work

This is really strange. Using XP's RDP client talking to a
Win2K server, I have one box where I get the login prompt
for the Term Server, but neither caps lock nor the right
shift work. The left shift key works as expected. Caps
locks gets set at whatever it was when the client is
loaded, but won't toggle. I have replaced the keyboard to
no avail. Everything works as expected for desktop
applications (e.g, notepad), but this problem occurs
consistently for the Terminal Server login. All hotfixes
and patches are current. All other client machines are
working fine. Any ideas?
