If the users are "connecting to a W2k TS to run a specific application" you can Specify a program to start when a user logs on in their user account and is their shell, so they don't use explorer at all.

problem I have is that this TS is in a workgroup and I would like to keep it
that way. So how do I control what users can do w/o Group Policies?
