TS, Outlook 2003 and safe mode

We're using a W2K server running Terminal Services for about 20 users. 3 of
the users are having the following issue:
When using TS to access Outlook 2003 they receive an error message which
basically tells them that Outlook had a problem the last time it was open,
and they must now startup in "Safe Mode".
We upgraded from Office 2000 to 2003 in March 2005.

There another posted issue similar to this but it involves TS, Outlook 2002,
and a error that loops every other logon:

Our issues started 3/05 , and began with one user having this issue, and has
now spread to 2 more users. One began experiencing issues 6/05, and latest
began 10/05.

If you know anything, I'd greatly appreciate the help
