Clients with existing licenses will not notice anything.
Clients with an existing license, which expires on the day you
switch LS must be able to locate the new Licensing servers. If the
Terminal Server they connect to cannot locate the new LS, these
clients will be refused (a client who has once received a
permanent license will not receive a temporary license if the LS
is unavailable when their permanent license expires).

Since clients start trying to renew their license a week before it
actually expires, you have a whole week to make the switch,
provided that all clients connect to the old LS on the day before
you start moving your licenses.

Best to make sure from the beginning that all TS can locate the
new LS. You don't need to have all of your licenses installed on
the new LS immediately, since clients will only renew their
license when the old one expires. So there won't me a massive
demand on the new LS right from the start.
