registry entries created with regedit do not get shadowed

Tech-Archive recommends: Fix windows errors by optimizing your registry

A software installer that I wrote installs some registry entries under
HKCU by executing a command like this:

> regedit /S REGISTRY_FILE.reg

I'm finding that registry entries installed this way don't get shadow
copied during the install mode.

I did the following experiment:

1. Open command prompt.
2. Do: > change user /install
3. Open regedit and create a registry entry under HKCU.
4. Back in command prompt, do: > change user /execute

After doing above, I logged into the terminal server using terminal
server user account. I did not find the registry entry I defined.

I thought all registry entries created under HKCU would be shadow
copied during install mode. Does anyone know what is going on?

Thanks.
