It sounds like your system used to work correctly, yes? If this is true, why
not just restore from a known good backup?

Anything from a user unknowingly changing or deleting files, installing
unauthorized programs, to a windows update could have caused the system to
act-up.

The only sure way to fix the problem is to go back to a state where things
worked. If you don't have a know good backup, then you get to rebuild your
system from scratch (and hopefully make a good backup before and after this
process).
