Userinit problem

I have a strange problem and hope somebody can assist me. The computer is
running w2003 server, wit t/s enabled. When the user logs on the logon stops
at a blank screen. Using ctrl alt del and bringing up the taskmanager, start
new task, explorer it will finish the process.

I am then told that userinit has generated an error.

Following debug procedures has been done,

msconfig, scratch startup - no change
windows repair - no change.

I am lost and the next step seems to be acomplete reinstallation.

Any ideas ?
