I suggest that you contact the company responsible for this application. It
is possible that the user does not have permissions to some part of the
registry, or something else. But it is very difficult for us to find this
out, and only the people who wrote the application knows what it needs
access to.
It is possible that Filemon and Regmon can give you any clue, but you should
not really have to do this. You bought the software, and it is defenitely
not working as expected (users should not need to be member of
administrators to run the application), so the software company should fix
this.
