I'm just throwing out possibilities, and incorrect duplex settings on any machine will make things sssslllllloooooowwwww. SP4 caused problems with Citrix MetaFrame, but a hotfix was released shortly afterwards, and there's also a hotfix for the spooler service & winlogon pegging the CPU.

Logging on locally seems ok, and we don't use roaming profiles.
Are you suggesting the install process changed the NIC settings?
Is it common for SP4 to adversley affect a Terminal Services server?
