windows licensing problems

When we upgraded from NT to 2000 the licensing was done incorrectly so now we
have servers that no longer exist in the licensing in the windows NT server
tab and the exchange 5.5 tab under server brower. When you try to remove the
server, since they no longer exist you get an error can't communicate with
server. We also have a many client licenses for users that no longer exist,
when you revoke or delete them they come back. I have been trying to look
for information but the only thing i found was KB 185953. if anyone could
help I would appreciate it. Thanks
