repair of W2k hangs at Preparing nwetwork connections

Did a repair of W2KSP4 - booted fine - decided I needed to
reinstall service packs again since now indicated none
installed. Installed high encryption pack - rebooted - did
express install of SP1 & now system will not boot in any
mode including safe modes.
How can I get past this screen without losing data on boot
partition? I unpluged network cable reboot=nothing -
removed card reboot=nada - boot from CD = no go -

Ideas? Solutions?
