2GB RAM not being used

I have a Win2k Pro SP4 machine with an AMD processor that's about 4 or 5
years old I think. I'd have to look it up to be sure. The processor is
around 1.2 GHz so it's not fast by today's standards. I'm running Visual Web
Developer now and SQL Express so I needed some extra power. VWD is really
slow to develop in. I bumped the RAM up from 1GB to 2GB and have noticed
little difference. I was afraid of that. If I run the performance monitor
and open a bunch of apps like Office tools, Photoshop, VWD, Access, Outlook
and anything else I can think of that uses a lot of resources, the memory
meter never goes above about 800KB. Even if I run a resource hog filter in
photoshop on a large file I still don't hit 800KB. But many operations in
variuos programs peg the CPU to 100% until they're done. I have plenty of
empty HDD space. I know I need to upgrade my MB and CPU at some point soon
but it's not in the budget right now and of course then I have to reinstall
everyting and that's VERY time consuming. So I've put it off. The question I
have is, is there some way to make Windows 2k take advantage of more memory?
I've hunted around and not found the info I think I need on this. It's not
exactly my area of expertise either. I read that Win2k Sp4 can use up to 4GR
RAM and my MIS MB can go up to 2. So I'm at the max on the MB. Any info
would be greatly appreciated. Even if it's just, "well you're stuck and
won't see much benefit unless you upgrade the rest of your system."
