Fixed it.

Turned out to be a residual install of ZoneAlarm from the restored hive. No icon in the tray indicating it was there but it was installed.

As soon as I uninstalled it, DNS started working again.

Very useful to know about the In-Place Upgrade; discovered this also works with a new motherboard installed - very handy for rebuilds.
