Pagefile problems

I'm having pagefile problem on a Windows 2K Server running SQL 2000.
I'll give the background first, so this may be a little lengthy before I get to the real question.
I've replaced an existing server with a new one with a little more breathing room (RAM, CPU, HDD etc). In doing so used the same software as the old server will be stripped of all software and donated. No problems with the setup and db installation etc. When I brought the new server on line, I renamed it to the same name as the previous server (now off line) and reset all the authorizations so the change would be transparent throughout our network. No problem so far. The basis setup is using a RAID-5 configuration partitioned to C (15 GB for the OS) and D (the remainder of the space for the SQL db). RAM is 2 GB.
The Problem:
Two days ago, following a reboot, the system reported that the pagefile had been lost and the system had reset it to 20MB (way too small) and would need my attention to reset it. I then reset it to the system recommended 3067 MB both min and max on C drive. Reboot again gave me the same error warning. Checking the virtual memory screen, it reflected C drive with 3067 min and max, just as I had set it, but below it showed the "currently allocated" value of 20MB. I then tried setting C to zero min and max and D drive to 3067 min and max and rebooted. No errors noted. I then reset D to zero min and max (to get the pagefile off the db partition) and set C to 3067 min and max. Reboot, and the same old problem and same old results. So, here's the situation. Anytime D drive shows no pagefile I get the error regardless of how C drive is set. If I have a valid and appropriate setting in D, it doesn't matter what C is showing, there is no error on reboot.
Question:
Obvious. How can I fix it?
