I have programs that NOT run when the machine is log to a domain.
This programs run OK when the machine is log as a workgroup

This is a bit confusing. Do you mean, an application runs fine when the user
is logged in to the local workstation? And does *not* work when a domain
user logs in to run it?

I know that there is another user, How can I give all the permitions
from the workgroup user to this new "domain user" in order to run
all the programas again

What happens when a domain user tries to launch the app?
What permissions do these programs expect the user to have? Perhaps they are
written by lazy developers who think that users will have local admin or
power user rights....which they don't by default, and which they really
shouldn't. You can try adding the domain user account to the local
computer's Power Users or Administrators group as a test - but note that
this is not recommended for many reasons. Talk to the software developers if
it won't run as a regular user account.
