Your question depends on the definition you are using for "domain".
One definition is that the name of say "hotmail.com" is a domain.
M$ definition includes the implementation of a domain controller as in
Windows NT Server, Windows 2000 Server or WIndows 2003
Server all set up as domain controllers. To "validate" a client against
the domain it has to be either Windows NT Workstation, Windows
2999 Pro or Windows XP Pro. Other versions of Windows will
NOT work. When you say "computers on DSL" I assume that you
have a DSL modem that is connected to a router/switch/wireless AP
to which all your computers connect.

How do I configure the domain?

One of two ways:

1. Install and configure a M$ domain controller.

2. Install and configure a server that has a dedicated IP and handles
all the functions associated with managing a "hotmail.com" type of
domain.

should it have a static IP and Gateway the IP of the router connected to

That's one way to do it. Another way is to put the "domain controller"
between the router and your lan and use it as a traffic cop/router.

How about the workstations?

Could be pier to pier or client/server. If they are members of your
M$ domain they will have to validate every time you turn them on.

DNS should = the domain's IP?

That's one way to put it but that is not the only configuration choice.
