Thumbnails do not display in Windows Explorer

I am not able to display jpg and similar files as thumbnails in Windows
Explorer. All I get is the icon instead.
I am running W2KPro and Office2KPro, and both are fully up to date with all
MS patches. I have loaded and enabled Microsoft Photo Editor (PhotoEd) from
Office2K, and that is the default application associated with jpg, jpeg,
gif, etc. files (Windows Explorer > Tools > Folder Options > File Types).
The PhotoEd application and file association works properly: if I
double-click on a graphic format file, not matter what the view format, it
launches PhotoEd and the file displays properly in the PhotoEd application.
But if I attempt to display thumbnails in Windows Explorer (View >
Thumbnails), all I get is the icons.
I have seen several articles in the MS Support site about this problem, and
I have checked the various Registry settings that have been suggested as
needing to be changed, and they all appear to be correct. I also do have I
do have Web page view enabled for the folders in which these graphic files
are located ((Windows Explorer > Tools > Folder Options > General > Web View
Enable Web content...)
Any thoughts would be appreciated.
