If the CD is not bootable or if the computer BIOS doesn't support booting from the CD-ROM then you will have to use the 4 setup floppies. As to making a bootable image with a non-booting disk I don't have experience to advise you on that, I just don't know. Maybe the CD that you have might be damaged, perhaps some files on it are corrupt. You could try downloading a set of setup boot disks from bootdisk.com. You could also try booting the pc with a Windows 98 startup diskette then navigate to the CD drive and run winnt.exe (in the I386 folder), that should work.

Can I copy the win2k folders off the disk, make a bootable iso image and use that to install?

Well yes, you can boot from the Windows 2000 installation CD, that's how most everyone installs Windows 2000! The boot diskettes are not used often nowadays. You need to go in the BIOS and set the pc boot order so that the CD is set to boot before the hardrive. Is this a genuine Microsoft Windows 2000 cd or is it an OEM cd? You do know that you can't install an OEM on a different make/brand of pc?

I checked the article and it was not much help. I have used three different hard drives, two different computers and either 128mb, 192mb or 256mb of ram. The computers max is 384 and other computers, same make and model have had 2000 installed with no problems.
Can I boot from the cd even though there is no OS on the drive?

Probably just a typo but it's F6 you have to press to install "Mass Storage Device" (SCSI) drivers, not F7. See if this can help:

According to that article the cause is:
• There are incorrect settings in the computer's basic input/output system (BIOS) configuration.
-or-
• One or more of the random access memory (RAM) modules that is installed on the computer is faulty.

I searched the knowledge base and found an answer that was for xp, press f7 when it asked about installing a third party scsi or raid controller. That did not work and I got the same message.
I throught maybe the disks were bad so I created new ones from the cd, same error
I tried using makebt32, same error.
I tried a different hard drive, same error.
I tried same hard drive different computer, same error.
I think I have tried everything and still can not get the installation past the first floppy.
