Error 0xc0000034 - Unable to Load Device Driver

I'm trying to install a new hard drive on a Compaq Deskpro EN Small Form
Factor PIII-800 system. Win2000 installation went fine, video and LAN driver
installation went fine, when I tried installing the driver for the on-board
sound card, I got an error message "\SystemRoot\system32\driver\xxxxxx.sys
device driver could not be loaded. Error Status was 0xc0000034" (the xxxxxx
shows the name of the sound driver). I tried installing in safe mode, I
tried several different driver files, nothing worked. I tried disabling the
on-board sound and installing a PCI sound card and got the same error. When
I look in Device Manager, I get a "This device is not working properly
because Windows cannot load the drivers required for this device. (Code 31)"
message. The troubkleshooter brings up the following "Device Manager Error
Code 31 - This device depends on another device that is not functioning
correctly." Under Quick Solutions, the Troubleshooter says "Repair the
associated device. Check to see if that device has any associated Device
Manager error codes.
Uninstall and then reinstall the associated device." How do I tell what the
"associated device" is? How do I get sound on this machine?
