Error 0x4 When Installing Win2000 Pro

I am installing Win2000 Pro from Win98SE. Everything goes
fine from initial setup, then after first reboot I get an
error message:
          Contact Technical Support with Error code
          0x4, 0, 0, 0 for further assistance
          setup cannot continue
What does this mean and what can I do to correct this?
(I want to upgrade rather than clean install, if possible)
