Deleting that key would not be appropriate. Neither probably
would be modifying it. What are you to trying to do? Have
you made a Full Registry Backup (not "export") before editing
the registry? Under XPH you may need to log in Safe Mode with
the built-in Administrator account. IIRC (I don't use that
OS here)

The PC in question has two users, both with admin privileges.
One can open hyperlinks in Outlook email and one cannot.

I have searched the web and MSKB and tried everything I could
find.

I reset the "Reset Web Settings" in IE 6.

I tried to fix a possible corrupted reg key ~
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\htmlfile\shell\open\command
~ by importing a new reg key as found in the various web
sites. When I click the new .reg file I get the message
"cannot import".

If I go into the registry and click on the htmlfile folder, I
get "cannot open - error while opening key".

If it says "error" rather than "access denied" you may have a
corrupt key or possibly a process may have locked that key.

That's what I'm trying to fix. Yes before doing any registry
mods I always do a "backup".

The reason for deleting the key, I thought then I would be
able to import a copy of a working key from another PC as
suggested in MSKB.

I cannot help with IE.

Once logged in with correct security context it should work.
If not you may have more issues and should start by examining
the current Registy permissions on that keys/subkeys.

When I right click on the key and then click properties,
permissions, it tells me that I don't have permission to view
the properties, but I can go in and change the properties. That
to me is a weird message.

Any way I tried to change the properties, there is no one
listed, so I add administrator, Users, etc and then modify the
permission. Now it won't let me save the changes I've made. To
me that is very strange.

Sounds most like either something has "messed" with your registry
(possibly and installation program) or malware perhaps. Confirm
that that the system is "clean" now and has never been compromised.
If it is or has been compromised by malware I suggest a "clean" re-
installation is the only way to be able to fully trust the system
again.

One could revert to an earlier known good copy of the SOFTWARE hive
if you have made regular Full Registry Backups in advance. And the
system is clean now.

Advanced diagnosis and repair is beyond the scope of these news
groups since one must already be familiar with "ownership" and
"inheritance" and propagation of security descriptors in the
registry. Seek a "local guru" you trust if you want to pursue this
in depth would be my best advice at this time.

No malware that I find.

I've decided to just back up essential data for her and reinstall the OS.
