You will have to do the changes in another fashion. The HKCU key is a child or pseudo hive created when the user logs on. The information is from the user's ntuser.dat file located in his/her profile folder. You will either have to load each one of these hives individually to make the changes, not a viable option for a large network with many users. Or you might find a third party network registry tool which can search through all the different ntuser.dat and make the changes for you. An easy way would be to have the changes done through the logon mechanism, have a script or batch file do the changes for the users as they logon.

HKEY_CURRENT_USER is the current user hive and is only loaded when you
logon.
