Neither of my 2 CD Roms/CDRW do not work!!!!

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

Please help. In the course of messing with a serial port unit (GPS) and getting it to work, I somehow lost contact with my CD drives. Device manager shows the error " Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)" I uninstalled them and let PLUG and PLAY find the again but still I get the exclamation points in Device MGR, and they don't show up at all in MY Computer. Help
