Using regedit I can only find:
HKEY_CURRENT_USER\Software\Policies\Microsoft
and
HKEY_LOCAL_MACHINE\Software\Policies
Following your tree, the Internet Explorer\Restrictions choices don't show
up either on my XP Pro or Win2003 server.
Any ideas,
