Imcoming Connection - no Answer

Hello NG,
I configured my Ras on a Win2003 R2 server, on the Router I can see that a
Packet arrives on Port 1701 (yes, it should be a L2TP/IPSec Connection). The
Packet is forwarded, but no response comes from the Server to the Router.
Anyone knows how to solve this??
