Problem on RRAS , with both Valid and Invalid IP Address

Hi,
thanks for all information which that we can access here,
sorry,
i have a problem and i can't solve this, please help me to solve this
problem,

i have one windows 2003 server with two nic (network interface card)
connected to the internet, and i use this server to make vpn connection
into this server to access my users to the internet,

i have some users, that i like let them access to the internet without
valid ip , so, i use NAT (Network Address Translation) and this part is
solved,

but other group of my users that i like let them access the internet
with valid IP, so when i give them valid IP , the problem occoured, the
problem is NAT,

the clients are have valid IP , but RRAS nat them and really, valid IP
isn't responsible,,,,

please help me,
thanks a lot for your attention.
goodluck
