The above implies that your Windows 2000 machine is
either in an NT domain (unlikely) OR it is not authenticating
properly (likely), OR the RRAS Win2000 server is not a
member of "RRAS and IAS Servers" Group.
Most authentication (and replication) problems are due to
DNS issues.
Make sure your RRAS Win2000 server is authenticating
and add it to the (above) group using NetSH (hard if you
have never done that) or just using the normal AD Users
and Computers (easy).
