PTPP with Certificates

Hello All:

Have a 2000 server setup as our VPN server and using eTokens for client
logins. What I have found out that users are still able to create a VPN
connection to this server without their usb tokens inserted intheir
machines. How do I force the server to only accept connections with a valid
certificate and token installed?

Thanks
