Port stuck in "calling back" mode.

On Windows 2000 Server SP5. We have ports which show a status of "calling
back". The only way to reset this is to restart the RRAS service. Does anyone
know of a way to prevent the port from getting "stuck" in this mode or
releasing the port after a period on inactivity ?
