vpn ipsec win2k XP

Hi,
sorry, but I am new to vpn connections.
I cannot make a vpn ipsec connection with windows 2000 (SP4) clients
but I can do with Windows XP. I do not get any error messages, only
something like "There was no response". I use a preconfigured key. I
activated the ipsec service and entered the key into the ipsec policy
on Windows 2000. I assigned the policy to the network connection.
What's the difference between the two Windows systems?
