This may have been answered in another thread.
Seem to remember if Natting you must add the
internal interface when Internet connection
sharing is configured for inside users.
Two methods for ICS are described in the Help,
I like assigning no gateways to my nicks and
all zeros in rras static routes for the internet gateway,
this allows you to use dhcp server for internal clients
allowing RFC1918 addressing rather than 198.x.x.x
that gets assigned when you check mark ICS defaults.
