RRAS and WINS on the same server

I heard a long time ago that having RRAS and WINS running on the same server
is not good. Is this true?

We are having some minor browsing issues when connected via VPN. The local
host files are not working while connected to the VPN and name resolution
from the WINS server takes forever.

Also, "browstat getmaster" shows the Master Browser role changing from my
RRAS\WINS server to the PDC Emulator all day long.
