RRAS Won't Start After Converting to AD Domain Controller

We had RRAS running on a Windows 2000 Advance Server machine and it was
working fine --- the machine was running as a server in a Windows NT 4.0
Domain.

Today we converted the machine to a Domain Controller running in a AD domain
and now the RRAS will not start. We keep getting errors that the service did
not respond in a timely manner.

We also get an initial error from DCOM regarding the failure to start the
service 'netman' with arguments "".

Following instruction from the Microsoft KB we have installed .NET and the
SP1 for it but the result is the same, it will not start.

Anyone have any ideas?
