how do I reinstall RAS

Somehow the security / registry got corrupt and will not load.
errors from system log are 20028 20037 20035 and all refer to reinstall RAS
Search all of MS with no luck
Have re-installed 2000 server (upgraded) on top of previous and the same
errors.
