VPN TCP/IP CP reported error cp 31

I am running a Windows Server 2000 - SP4. RAS seems to
be setup properly - clients can happily connect, pull
DHCP relayed IP addresses from the network DHCP server,
and resolve network hostnames while connected.
But I have this one user who has decided to be a problem
child -- When the MS client attempts to connect to the
server they get the following error:
Error Connecting to <vpn name>
Checking network protocol connections... TCP/IP CP
reported error 31: A device attached to the system is not
functioning.
The problem child's OS is Windows 2000 Professional - SP
4 and there is nothing obvious that sticks out, with the
exception of the fact that they use SBC Yahoo! DSL
software that creates that horrible P.P.o.E. connection.
I have other DSL P.P.o.E. DSL users that seem to login
ok, though. DNS resolution and access to all outside
application ports for this user seems pretty normal --
there are no other glaring internet access or TCP/IP
configuration issues for this person.
I have descended into the darkest bowels of the MSKB and
Google w/out an answer. If you can help me I will follow
you around and worship you and name my first offspring
after you.
